The Hydrogen Scotland Working Groups are practical, member-led forums where expertise can be shared, challenges discussed, and opportunities explored. Together, these working groups help shape Hydrogen Scotland's activities while supporting the continued growth of Scotland's hydrogen sector.
Each Working Group meets approximately three times a year and contributes to knowledge-sharing activities, webinars, and the Hydrogen Scotland Annual Conference. These member-led groups also provide practical insights and recommendations to help inform Hydrogen Scotland's wider programme of work.

Public Engagement & Planning:
This Hydrogen Scotland working group focuses on strengthening public engagement and planning processes across Scotland’s hydrogen sector.
It provides a collaborative forum to share best practice, coordinate engagement activity, and improve how the role, safety, and benefits of hydrogen are communicated to communities and stakeholders.
The group will map key stakeholders, support more consistent engagement approaches, and explore how to better involve communities, policymakers, off-takers, and industry partners.
This group will also consider opportunities to collaborate with other organisations and contribute to developing practical guidance, improving understanding of planning and safety processes, and strengthening trust and reputation across the sector.
Power-to-X:
With growing interest in hydrogen derivatives and synthetic fuels, this Hydrogen Scotland Working Group explores emerging opportunities for Scotland in this space.
Topics covered include products and derivatives, offtake and export opportunities, tariffs and standards, energy security, long-term storage, and evolving policy and strategy. Group members will provide real-world perspectives, including where approaches may differ depending on project type, market focus, or business model.
This group will help build shared understanding of commercial pathways and support informed decision-making across a rapidly developing area.
Skills & Training:
This Hydrogen Scotland Working Group focuses on developing a strong, skilled workforce to support Scotland’s hydrogen ambitions.
The group helps address both current and future workforce needs, covering engineering, technical, legal, commercial, and wider energy sector roles. It will consider how to best utilise the existing workforce while supporting the next generation entering the sector.
Working with project developers, training providers, and academic institutions, the group will identify skills gaps, share lessons learned, and help shape relevant training pathways. It
This group also engages with organisations such as Skills Development Scotland and colleges and universities to ensure alignment between training provision and industry needs.
Safety Forum:
Safety is fundamental to both public confidence and the growth of the hydrogen sector.
The Safety working group brings together expertise from across the hydrogen value chain — including production, storage, transport, and end use — to share best practice, discuss regulatory requirements, and explore emerging challenges.
This group provides a forum for constructive engagement with regulators and government bodies, helping to improve consistency across safety standards and guidance. It will also address key topics such as first response, incident management, and links to public engagement and planning.
Legal & Regulatory:
This working group focuses on the legal and regulatory landscape shaping hydrogen development in Scotland.
It provides a forum to discuss compliance requirements, planning processes, statutory consultees, and evolving codes and standards.
This group will also work to simplify complex regulatory language, identify common challenges, and share lessons learned from projects in development and operation.
Members who are not part of the core Working Groups can be involved by signing up to receive targeted Working Group updates. Subscribers will receive meeting summaries, opportunities to provide feedback, and invitations to contribute to consultations on key topics throughout the year.
